David Okpatuma is an international development specialist and youth advocate with over ten years of volunteer and professional experience in youth empowerment, social development, and international public diplomacy.
He is the co-founder of the Development and Cooperation for Africa (DevCA) Initiative, where he leads strategic programs addressing leadership, policy, sustainable economic growth, healthcare, and education across multiple countries. David specializes in international relations and diplomacy, sustainable development, business consulting, and Africa-Russia cooperation.
David holds an MA in International Relations and Diplomacy from the Moscow State Institute of International Relations (MGIMO) and a second MA in Business Management and Expert Analytic in International Relations from Southwest State University in Kursk. He also holds a BA in English from the University of Jos, Nigeria, and is currently a doctoral candidate at Moscow State University.
